Source families at this tier

The tier 1 set is small by design. Most observations the desk records are not tier 1. How the desk handles tier evidence

Tier 1 evidence sits on top of the confidence ladder. A claim with a tier 1 anchor reaches the confirmed verdict when the confidence score crosses eighty. Tier 1 contradictions move a claim to contested even before the underlying confidence score updates.
